| Lavity Shoutt was the Chief Minister of the Territory of British Virgin Islands. He is born in March 7th 1929. He is Honourable H. L. Stoutt was first elected to the Legislative Council in 1957.He served as Minister for Communication & Works, Minister of Education, Minister of Natural Resources & Labour. And Minister of Finance, Leader of the Opposition and he was the first Chief Minister to be appointed upon the introduction of the Ministerial System of the Government in the Virgin Islands in 1967. He is winning four general elections and serving three non-consecutive terms of office from 1967 to 1971, again from 1981 to 1983 and again from 1986 until his death in 1995. So their government declared to a public holiday has been his memory on his birthday, March 7th of every year. |
